今年一月一日起实施的《公安机关组织管理条例,》体现法治思想,充满人文主义关怀。《条例》用法治的思想规范公安经费工作,解决了长期以来困扰公安机关的经费问题。《条例》规定了公安民警在社会生活方面享有的各项社会权利,构建了社会保障制度体系。

Regulations on the Management of the Public Security Organs recently has been implemented which embodies Ruling by Law and is full of humanistic concern. Regulations have solved the public security organs＇ funding, which was a chronic problem, existing for a long period of time. Regulations prescribes that policemen enjoy all kinds of social rights in the social life and construct the social security systems.
