要建立与当前动态治安形势相适应的防范长效机制,达到"发案少,秩序好,信息灵,社会稳定,人民满意"的工作目标,从根本上预防和减少犯罪,关键要围绕"人力要素"进一步扩大防范能量,提高防范效率。这是当下安全防范过程中必须重视和亟待解决的首要问题。为此,通过优化盘活警务资源、树立良好民警形象、准确划分居民、有效整合各层面力量、转换角色逆位思考以及强化人的意识防范等途径作进一步尝试,有机挖掘人力资源,夯实社区防范基础,推进社会治安防控体系的建设。

To set up the lasting prevention system suit for current social order situation and aim at ＂few cases, good order, quick information, stable society and people＇s satisfaction＂, the key is to enlarge the prevention energy and improve the prevention efficiency. This is a primary problem which need to be solved immediately and paid more attention to in security prevention work. We should optimize and activate the police resource, set up the good image of police, divide the communities correctly, integrate all forces of every walk, transform the roles, think in inversion and reinforce the conception of prevention. All these can be helpful to dig out manpower resource, tamp the prevention foundation of community and improve the construction of social order prevention system.
