提高农民素质是社会主义新农村建设的关键

农民素质的高低,不仅影响着农村经济的发展和社会稳定,而且制约着新农村建设的进程。由于受历史、经济、社会、文化、教育等多种因素的影响,目前我国多数农民的文化科技、思想道德和法律意识以及健康水平等,还处于较低的水平。因此,加快我国社会主义新农村建设的步伐,就必然要求各级党委和政府把提高农民的综合素质放在突出的位置。以科学发展观为指导,以加强农村教育为重点,通过采取开展农村精神文明建设、促进城乡交流、改善农村环境等措施,切实提高农民素质,调动广大农民建设社会主义新农村的积极性和主动性,使其真正成为新农村建设的主力军。

Farmer＇s quality not only affects the economic development and socialialist stability of the countryside but also restricts the course of the construction of the new countryside . Because of the influence of history, economy, society, culture, education and so on, the quality of culture, science and tcchnology, thought and morality, legal ideology and health level of many famer＇s in our country is still at low level. If we want to quicken the step of the socialist new countryside, we must require the Party Committee and government at different levels to put the task of improving the farmer＇s comprehensive quality in the outstanding position . Guided by the scientific developing viewpoint, placing the emphasis on the enforcement of education in the countryside, developing spiritual civilization of the countryside to promote the communication between the city and countryside and improving the environment of the countryside and so on, we must improve the farmer＇s quality , mobilize the enthusiasm and initiative and make them become the main force in the construction of socialist new countryside truly.
