水资源价值的定量探讨

The Quantitative Discussion of the Value of Water Resource

水资源是一种总量有限的稀缺资源，随着自然资源核算及其纳入国民经济核算体系的研究的深入，极大地推动了水资源价值的研究．本文从水资源管理机制改革的需要出发，用影子价格估算水资源的价值并据此确定合理的水价，最后建议通过征收水资源费和采取其它有效措施，加强水资源的科学管理，促进水资源的优化配置。

Water resource is a kind of limited,scarce,natural resource as other natural resource .With the deep research of natural resource accounting and it's brought into national economy accounting system,the study of water resource value was pushed forward utmostly. This paper starts from requirement of the reform of water resource management mechanism,with shadow price to estimate water resource value and then determine the reasonable water price.In the end a suggestion is proposed to collect charges for water resource and take other effective measures,in order to strengthen the scientific management of water resource,promote the optimum disposition of water resource ,assure the continuous and steady development of national economy.
