Under-reporting Survey of Infant Mortality from 1998 to 2005 in Health Ⅷ Project Areas

目的调查卫生Ⅷ项目实施期间项目县婴儿死亡漏报情况。方法采用逐级核查、追踪的办法,对1998—2005年8个项目县16个样本乡的所有村进行婴儿死亡漏报调查;对部分县、乡、村级知情人进行定性访谈以了解漏报的原因。结果1998—2005年,卫生Ⅷ项目地区婴儿死亡年漏报率波动在14%-33%之间;项目实施前、后期婴儿死亡漏报率相对较高,项目实施中期婴儿死亡漏报率有所减缓。卫生经费不足、记录不规范、人口流动和计划外生育等可能是婴儿死亡漏报的原因。结论项目实施期间,婴儿死亡漏报率和婴儿死亡漏报原因与国内报道基本一致。

OBJECTIVE To examine the extent of infant death under-reporting in Health Ⅷ Project counties. METHODES In each Of 16 selected townships of 8 project counties, a follow-up survey was conducted to find the infant deaths which were not officially reported but suspicious in hospital records from 1998 to 2005. Informants of county, township and village levels were interviewed to obtain the possible causes of the infant death under-reporting. RESULTS In Health Ⅷ Project areas, the under-reporting rate of infant mortality was fluctuated from 14 percent to 33 percent from 1998 to 2005. The higher under reporting rate appeared in both/he earlier and later period of the project implementation. The under reporting of infant deaths might be mainly caused by lack of funds, unreguiated records, unapproved birth and floating population. CONCLUSIONS The extent and causes of under-reporting of infant deaths are in consistent with those of previous researches.
