摘要
新疆农业保险虽然已具备一定的规模水平,但农户对农险的有效需求较低,高风险性与高成本又制约其供给,外部环境欠佳,农险经营面临困境。推进新疆政策性农险模式,应加强农险组织制度建设,逐步建立农险补偿机制、资金支持体系及风险分散机制,创新运作机制,推进广义农险及农险立法,促进新疆农险可持续发展。
Xinjiang＇s agricultural insurance has some extent of scales, in spite of many difficulties such as famer＇s available need, high risk and cost restricting agricultural insurance＇s supply, unfavorable external surrounding difficulties. It is assumed that the proper agriculture insurance policy mode can strengthen the organization system, constract the mechanism of compensation, capital support, risk scatteration for agriculture insurance, innovate coursing system, improve agricultural insurance legislation. In this way can develop Xinjiang＇s agricultural insurance sustainably.
