商贸服务企业具有自己独特的运行特征和运营方式,商贸服务业在社会再生产中发挥着重要的基础和先导作用,它在开拓市场引导生产、引导消费、组织生产、促进消费方面发挥着越来越重要的作用。黑龙江省商贸服务企业由于历史原因,面临着诸多问题,商贸服务业仍是国民经济中的薄弱环节。所以必须从理论与实践相结合的高度,系统地建立黑龙江省创新型商贸服务企业评价指标体系的新思路。

Commercial and trading enterprises have their own operration characters. They play the leading role in connecting production and expenditure. In the aspects of production, organization and consumption, they prove very important. For historical reasons, in Heilongjiang Province these enterprise have not developed well as they remain the weak link in the national economy. From both pratical and theoretial perspective, the paper advocates an appraisal target system for the innovation -driven commercial and trading enterprises.
