In The Annals of Zuo, "poetry expresses one's purpose or intention" means that from the Western Zhou Dynasty to the Spring and Autumn Period in Chinese history, the intellectual magistrates subtly suggested an idea or expostulated with themselves when they were on such occasions as at court, conference of allies, banquet, sacrifice and so on, by frequently singing The Book of Songs, or writing The Book of Songs, or reading aloud The Book of Songs. Three aspects of esthetic effect in these artistic activities have been found after a careful examination into the various examples of singing The Book of Songs, and musical theory in The Annals of Zuo and National Language. The first is to beautify the sound. Soeondly, it is the musical movement of poetry which has been ritualized. Thirdly, one becomes aware of the chaos in government by listening to the music and is clear about the rise and fall of the country by watching the performance.
