中央水利国有企业改革发展思路措施研究

Reform and development idea and measures of state-owned enterprises in water resources sector in China

在分析中央水利国有企业基本情况、存在的问题及主要原因的基础上,提出了近期中央水利国有企业改革发展的思路和措施建议:分类改革;资产重组;企业主辅分离、辅业改制;调整和制定水管企业法规制度;成立资产运营管理机构;盘活水利综合类工程混合性资产,扩大企业经营规模。

Based on the analysis of the basic situations, existing problems as well as the main causes of the state-owned enterprises in water resources sector in China, the reform and development idea was put forward, and the corresponding measures were given: the classified reform; the re-constitution of state-owned assets; the separation of the auxiliary utilities from the main business of enterprises and the reorganization of the auxiliary utilities; the adjustment and constitution of legal system for water authority enterprises; the establishment of assets operation management department; the play of diversified assets of water resources projects and the enlargement of operation scale of enterprises.
