“协调规划”与“规划协调”——珠三角“一级空间管治区”的规划与实施

COORDINATED PLAN AND COORDINATING PLAN: PLANNING AND IMPLEMENTATION OF FIRST-LEVEL SPATIAL GOVERNANCE AREA IN THE PEARL RIVER DELTA

为贯彻落实《广东省珠江三角洲城镇群协调发展规划实施条例》对"一级空间管治区"的划定与管理要求,广东省建设厅正在制定《"一级空间管治区"规划指引》,本文以"佛山市区域绿地专项规划"和"深圳市基本生态控制线"为例对"一级空间管治区"规划及实施思路进行介绍,提出了在规划编制及实施过程中积极与城市各相关部门及各级政府合作的"协调规划"思路,从而编制能容纳各方利益和目标的区域性专项规划。通过就珠三角"一级空间管治区"规划的协调思路和可行的技术方法进行探讨,实现对"协调规划"的创新性探索。

Responding to the requirements of the Implementation Ordinances of the Coordinated Development Plan of Extended Metropolitan Region in the Pearl River Delta for the First-Level Spatial Governance Area, this paper with the regional green space planning of Foshan and basic ecological control line of Shenzhen as cases illustrate the planning ideas of the area. It presents the idea of coordinative planning which is featured by the effective cooperation among governments and departments during the plan making and implementation. Therefore, the plan can achieve the comprehensive target which combines the interests of all related groups. Then it examines the coordination ideas and techniques of the First-Level Spatial Governance Area Planning in the Pearl River Delta.
