摘要
从产权的角度探索当前市场经济背景下历史街区保护的策略。首先,通过上海、北京、天津3个城市历史保护街区的保护现状、揭示出目前公有产权下保护主体的缺失。其次,对目前产权研究进行了梳理,并根据市民的经济条件和市民心理的调查,指出目前仅从产权归属的角度定义"产权多样化"是不够的,"产权多样化"应当包括产权归属和产权所承载功能的多样化,应具有双重维度。最后,根据产权归属与功能的交叉矩阵,分别论证了8种产权在现阶段的可行性,并指出多样化的产权是动态、变化、发展的。多样化的产权,能够实现历史街区中多方面利益的共赢,促进历史保护工作顺利进行,为历史街区保护提供一种"新思路"。
From the perspective of property right, this paper explores the strategy for the conservation of historic sites under the background of the market economy. Firstly, by illustrating the current situations of the historics sites conservation in Shanghai, Beijing and Tianjin, it reveals the absence of the sponsors in the conservation due to the state-owned property rights. Secondly, it summarizes the studies about the property rights and argues that the diversified property rights should reflect the diversified ownership and functions based on the investigations of the residents about their economic and psychological conditions. At last, it demonstrates the feasibility of 8 different property rights in current conditions through the matrix analysis and emphasizes that the diversified property right is dynamic, changeable and developmental. The diversified property rights can make different groups get their own interests in the historic sites conservation and propel the conservation work.
