A Reflection on Constructing a System of Classified Ownerships for State-Owned Properties

产权是包括所有权的一系列权利的总称,而所有权是产权的核心,只有所有权才能够真正有效地发挥国有产权的界定、约束、激励功能;国有资产划分为中央和地方分级所有,有利于明晰产权,形成发展市场经济所要求的多元投资主体,充分调动中央与地方两个积极性。

Property right is a term to conclude a series of rights, with ownership as its core. It is only the property right that can function as the definer, container and motivator of the state- owned property. State-owned property should be respectively possessed by the central and the 10- cal governments. Such differentiation may further clarify the ownership of property, help formulate a diversified body of investors in favor of the development of a market economy, and activate both the owners at both the central and local levels.
