基于随机前沿分析的我国区域研发资源配置效率实证研究

Empirical Study on the Efficiency of Regional R&D Resource Allocation Based on Stochastic Frontier Analysis

基于随机前沿分析方法建立了随机前沿知识生产函数模型,以我国30个省、市、自治区为载体对其1998-2005年的研发资源配置效率进行测度,并对其影响因素进行实证分析,指出我国区域研发资源配置效率整体水平较低、差距较大且随时间变化的趋势不显著,并提出了提高研发资源配置效率的对策建议。

This paper models the stochastic frontier knowledge production function. It views the 30 provinces as the object and calculates the efficiency of R＆D resource allocation from 1998 to 2005. Then it does the empirical analysis of the impact factors. It regards that the whole level of the allocation efficiency is lower,the disparity is larger,the changing tendency with the time is not evident. And it also puts forward the countermeasures.
