摘要 从人才聚集效应的新角度入手,在给出人才聚集效应的相关概念、特征后,分析影响人才聚集环境的因素,进而采用层次分析法对各影响因素的相对重要程度作了评判,并在此基础上运用模糊综合评判法对青岛市的科技型人才聚集环境进行评价。从有利于人才聚集效应产生的角度提出几点优化科技型人才聚集环境的措施。 This paper gathers from the effects of the talents accumulation of the new perspective. After introducing the relative concepts and characteristics of the effects of the talents accumulation, it analyzes the environmental factor, which affects the talents accumulation. Then it judges the relative importance of these factors by the AHP. And on the basis of the AHP, taking Qingdao for example, it just evaluates the gathered environment of the science and technology talents. Finally, from the perspective of stimulating the presentation of the effects of the talents accumulation, it puts forward several measures to promote the gathered environment for the talents.
