借充足的外汇储备进行大跨度战略调整

本文说明了以下几点:①当今世界经济不平衡发展格局,为我国实现战略调整和跨越式增长提供了机遇;②我国可以利用劳动力低成本优势和充足外汇储备优势来实现这种战略调整;③外汇储备充裕既提高了我国的国际政治经济地位,又形成一种新的国家竞争优势;④但劳动力竞争优势将逐步丧失,现在要利用充足外汇来构建人才技术竞争能力、引进技术、对外投资、进行产业转移和替代,以及建立国际金融中心,在未来十来年左右形成人才技术知识管理资本的国家竞争优势。

This paper is intended to inquire into the following problems： ①The unbalanced development of world economy has offered China an opportunity to realize its strategy readjustment as well as great-leap-forward development. ②China can take advan- tage of low-cost labor force and sufficient foreign exchange reserves to rationalize the strategy readjustment. ③Suflicient foreign ex- change reserves have enhanced China＇s political and economic status in the world and have helped China form a new competitive advantage. ④China will gradually lose its competitive advantage in terms of labor force. In order to solve the problem, China should make use of its abundant foreign exchange reserves to construct its competitive advantage concerning talented persons and technology. Meanwhile China should introduce foreign technology, invest in foreign countries, promote the transfer and substitution of industry, and establish international financial center as well. In this way China will form competitive advantage regarding talented personnel, knowledge, management, and capital in the future ten years.
