需要层次理论与新农村建设中的政府举措

人的需要从低到高分为五个层次,低层次的需要相对满足后会产生较高层次的需要,而相对最迫切的需要会成为激励人行为的动因。在新农村建设中,为了更好的发挥政府的主导作用和农民的主体地位,政府的举措应以调查、研究农民需要为切入点,准确把握农民需要,并因地制宜、因人而异、适时调整,以实现城乡协调发展。
