摘要
本文首先详细地介绍了欧盟的化学品新法规（REACH）— 一种新的技术性贸易壁垒，接着分析了该法规将对我国化工及其下游行业产生的重大冲击，最后从我国政府和企业两个不同的方面展开对如何应对和采取措施的论述，为我国化工产业未来发展实践提供一定的理论指导。
This paper introduces new EU chemical regulation （REACH）which is a new technical trade barrier.And then it ana-lyzed its huge impacts on chemical industry and its downriver industry. How to deal with REACH rule and the measures which should be taken were discussed from Chinese government and enterprise in different sides.
