商品林产业化中的林业外资监管

Supervision on Foreign Investment in Commercial Forest Industrialization

本文认为,对进入我国林业越来越多的外资,只有进行适当监管,才能使其效果最大化,才能保障林业外资投资预期目标的实现。文章提出,对林业外资监管应遵循有利于招商引资、有利于林业可持续发展、有利于改变林业外资投资不均衡现象、有利于先进技术向我国转移的原则,制定鼓励与限制相结合的商品林产业化引资政策及制度。第一,制定林业外商投资专项法律法规;第二,完善林业外资资金监管和林木资产价值评估体系;第三,建立林业外资投资效果评估体系;第四,建立完善的林业外资行政监管机构;第五,制定林业外资优惠措施的监督体系。

The author argues that the current situation of China is increasingly appropriate for the development of financial derivatives. But, investors＇ ignorance and prejudice, the lagged behind moves to change the way the government functions and the lack of professionals will hinder the development of financial derivatives in China. The author puts forwards that, to promote the development of financial derivatives in China, we should steadily develop this market, gradually introduce product, and improve legal, fair and moderate supervision according to requirement of economic development, capacity for supervision and other conditions. Meanwhile, we also should pay more attention to innovation in financial instruments and financial institutional innovation and cultivation of professional.
