采用丹尼尔斯的健康照护改革之十个基本的公平性标记,进行伦理分析,以展示台湾全民健保的公平性的标准,作为进一步改革的基础。整体来说,台湾的健保制度到现为止,在公平性的表现上可说是差强人意的。最大的缺失是财务的有效管理上,这不但是最重要的产生不公平的来源之一,也是健保制度能否保持下去的主要关键所在。

Ten.benchmarks for the evaluation of a just reformation of health care system are employed for the ethical analysis of the justice of Taiwan health care insurance system. In sum, the performance of the system is satisfactory in terms of justice. The most important defect is the inefficient management of the financial budget. This is not only the source of injustice, but also the key whether the Taiwan health insurance could be upheld for the future.
