为更好地实施可持续发展战略、落实科学发展观,仅仅倡导三个文明还不够,建议在三个文明的基础上再加上一个文明——生态文明!建设生态文明,必须实现社会生产方式、生活方式,特别是人的思想观念的生态化转变;必须坚持持续、公平和整体三大原则;必须大力发展循环经济,走新型工业化道路;必须在硬约束方面有所建树。
