The significance of editorial plan is expatiated from two aspects, namely the significance is determined by its meaning and the significance of edit is determined by the characters of a technical journal. The main contents of editorial plan are to select topic plan, subject plan and section plan. It is pointed out that the general plan of the editorial plan of a technical journal is to boost editors＂ integrative accomplishments and to reinforce the plan consciousness of editors of technical journals.
