On Basic Thoughts about the Agricultural Comprehensive Development Under the Conditions of the Market Economy

农业综合开发是振兴我国农业和农村经济发展两大战略任务的有效途径。市场经济条件下农业综合开发的基本思路:(1)确保粮食生产;(2)面向国内外市场,发挥各地资源优势,发展“两高一优”农业;(3)坚持贸工农一体化、种养加一条龙的发展方向;(4)实行政策倾斜,加大资金、科技、物资、人才投入,注重生态农业建设。

The agricultural comprehensive development is an efficient way to realize the two strategic tasks in development of agriculture and rural economy in China.The basic thoughts about the agricultural comprehensive development under the conditions of the mar- ket economy-are as follows:(1)Ensure the grain production,(2)Develop the domestic and international market,exploit the local resources and develop the “high product,high quality and high efficience”agriculture,(3)Uphold the developmental orientation of unification of commerce,industry and agriculture,(4)Implement the favorable policies,invest more in production factors,such as funds,sciences and technologies,material and talented persons, and pay attention to the construction of the ecological agriculture.
