Characteristics, Route and Goals of Overall Reform

综合配套改革具备先行先试性、综合性和配套性三个特征。由于它是一种整体性的制度变迁,其路径既不能延续以往的政府强制性改革路径,更不能跨越到完全的诱致性改革而放弃政府的引导,而应该是政府引导下的诱致性改革。改革的目标是探索一个依托于内生制度创新的区域发展模式。

Overall reform is the new option for China in reform and it is also the route for implementing the scientific view of de- velopment and realizing harmonious society. Thus we should deepen our understanding of the overall reform and better grasp its true essence, route and goal.
