This article describes the objectives and features of safe-operation management of Beijiag subway. It deems that Beijing subway should adopt the management model of advance prevention to seek for the substantial safety with the overall risk level decreased in the whole process by strengthening its management system which centers on ＂management, control and remedy＂. It describes in detail the identification of risk sources and risk management of the safety management in the operation of Beijing subway, safety control in the operation process and the establishment of new model of risk rescue and the mechanism of terrorism tackling.
