提出了一种基于行同步随机移位和视频随机倒相的付费电视加解扰系统的实现方案，介绍了加解扰的基本原理，并重点阐述了寻址管理的实现，给出了硬件框图和部分软件流程。

This paper presents a scheme of Pay TV scrambling system based on horizontal sync random moving and video random inverting,introduces the principle of scrambling and descrambling,mostly describes the method of user administration,some hardware diagram and flow chart of software are given.
