深圳社区慢性病防治队伍现状及建设对策的探讨 被引量:10

Status of the Contingent for Prevention and Treatment of Chronic Diseases and the Strategy of Its Development in Communities of Shenzhen City

摘要 目的了解社区慢性病防治专业人员现状,探讨如何加强社区慢性病防治专业队伍人才建设,提高慢性病防治水平。方法随机抽样调查深圳市社区卫生服务中心55名慢性病防治工作专业人员的基本情况,包括年龄、学历、专业、职称、工作稳定情况、编制类型。结果55名慢性病防治专业人员年龄构成:20~岁6人,30~岁45人,55~岁4人;学历构成:本科30人,专科9人,中专16人;专业构成:临床医疗50人,公共卫生3人,护理2人;职称构成:高级职称21人,中级职称23人,初级职称11人;工作稳定情况:频繁变更3人,每年更换3人,两年以上变更49人;编制类型:正式在编12人,聘用43人。结论社区卫生服务中心慢性病防治专业技术人员存在学历参差不齐、职称低、专业人员少、正式工少、基本素质较差的特点。因此,卫生行政部门应采取稳定队伍、短期培训、在职学习等方式,培养一只基本素质强、专业水平高的队伍,提高社区慢性病防治水平。 Objective To investigate the status of the contingent for prevention and treatment of chronic diseases and how to strengthen the construction of professional contingent of talented people for prevention and treatment of chronic disease in community so as to raise the level of prevention and treatment of chronic diseases. Methods The basic conditions in age, educa- tion background, professional title, stableness of work post and type of post distribution of 55 professionals in prevention and treat- ment of chronic diseases in Shenzhen community health service centers were randomly investigated. Results Among the 55 peo- ple, in age : 6 persons were more that 20, 45 more than 30, and 4 more than 55 ; in education background : 30 persons were grad- uates from college, 9 from professional training college, and 16 from technical school; in professional field: 50 persons engaged in clinical medicine, 3 in public health and 2 in nursing; in professional title: 21 persons had high professional title, 23 had middle professional title, and 11 had primary professional title; in work post stableness: 3 persons got frequent changes, 3 got changes per year, and 21 got changes more than 2 years ; in type of post distribution: 12 persons got permanent employment and 43 persons were in contracted employment. Conclusion At present in the contingent for prevention and treatment of chronic diseases, the personnel are of different levels in education, their professional titles are lower, the specialist personnel are fewer, the normal em- ployees are fewer and the basic quality is lower. Administration of public health department should take the relative measures like short - term training and the in - service training so as to establish a contingent of professionals with good quality and higher pro- fessional level, raising the level of prevention and treatment of chronic diseases in community.
