图书馆在实现人类知识与思想自由、尊重和保障人权方面扮演着重要角色,图书馆的自由发展与自律管理对其价值功能的发挥具有重要意义。它在收集资料、提供资料以及馆藏资源和服务不受审查干涉方面享有较大的自由。同时,应在文献的收集整理、提供资料与设施服务以及行使管理权力方面有所自律。在自由与自律的冲突中,进行合理的利益衡量和价值取舍,以达成自由与自律的和谐统一。

The library plays an important role in the aspects of realizing mankind＇s knowledge and freedom of thought, respecting and guaranteeing human rights. Free development and self-discipline management of library have important meanings to its value function exertion. It possess a larger freedom in the aspects of collecting data, providing data, library collection and service to be free from reviewing interference .In the meantime, it should be self-discipline at the aspects of documents collecting and sorting, material providing and facilities servicing and adminis-trative jurisdiction performing. In the conflicts of the freedom and self-discipline, the paper proposes to carry on reasonable benefits measuring and value taking or rejecting in order to reach harmonious unify of freedom and self-discipline.
