危险废物转移实时监控成本优化分析与研究

Analysis and Research on the Cost Optimization of Real-time Monitoring Hazardous Wastes Transferring

对危险废物转移实时监控是实现其全过程管理的重要保证。针对国内外危险废物管理信息化发展和研究现状,指出城市危险废物转移安全监管存在的问题,提出有别于传统自建监控中心做法的基于商业平台监管危险废物转移的成本优化实施方案,实现对运输车辆的内外网两级安全监管。以广州市固废中心为案例,基于商业平台的危险废物监管系统在实现相同功能的前提下不仅大幅度降低系统建设和运营成本,还提高了事故应急响应速度,为我国各城市危险废物安全监管提供参考。

It is an important guaranty for the whole process management of hazardous wastes （HWs） to give a real time monitor to the transferring. Based on the developments and researches on the technology of management information for hazardous wastes home and abroad, the existing problems of the safety supervision to the hazardous waste transferring are found out. Compared with the traditional self-building of control center, a plan of cost optimization solution based on the commercial service platform is put forward to monitor the safety of vehicles by both intranet and the commercial platform. A case study in Guangzhou has proved that the method of using commercial service platform would not only cut down the cost of construction and management, but also improve the speed of emergency rescue. This will provide some references for the management of hazardous wastes transportation in the cities else of China.
