我国民族自治地方教育立法研究——以黔西南布依族苗族自治州为例

A Study on Education Legislation in Ethnic Autonomous Regions of China——Taking Bouyei and Miao Autonomous Prefecture in the Southwest of Guizhou Province as an Example

黔西南布依族苗族自治州教育立法方面的特殊性主要体现在具有一定的超前性和立法内容亟待丰富、完善。分析、研究该州的教育立法实践,可借鉴之处为:民族自治地方教育要超常规立法;立法要因地制宜、重点突出,并适时修订与完善;要加强对民族教育法律监督机制的建设。

Education legislation in Bouyei and Miao Autonomous Prefecture in the southwest of Guizhou Province is unique in that it is preceding in time, and needs to be enriched and improved in contents urgently. An analysis of education legislation of the prefecture shows that unconventional education legislation should be made in ethnic autonomous regions according to local conditions. Priority should be given to principal focuses and timely amendment and improvement should be made. Meanwhile, construction of supervision system of ethnic educational laws should be strengthened.
