摘要
1967年,贺尔西教授(A.H.Halsey)在卜劳顿报告中提出了"教育优先区"方案,随后被英国政府采纳,进而改善了物质贫乏或经济落后地区的教育机会不均等状况。英国"教育优先区"方案的实施是消除教育机会不均等现象的有益探索和积极实践。本文通过对英国实施教育优先区政策的分析,总结出该政策在对我国少数民族地区实施教育优先区时,在对象选择、指标内容的确定、实施步骤、经费投入等方面的启示。
In 1967, Dr. A.H.Hasey, in the Plowden Report, put forward the programme of "Educational Priority Areas". After it was adopted by the British government, it improved the situation of unequal opportunities in education in deprived areas. The implementation of the policy in Britain is a beneficial exploration and practice in eliminating unequal opportunities in education. Through analysis of carrying out the policy of "Educational Priority Areas" in Britain, the writer discusses inspirations of Britain to implementing the policy of educational priority areas in ethnic minority regions of China in selection of subjects, establishment of index contents, procures and financial input.
