20世纪70年代在全世界兴起的公共事业民营化至今仍方兴未艾。这种新型的社会治理模式的出现反映了国家治理理念的重大转变。这场波及全球的民营化进程也深刻地影响着我国。在我国民营化的各阶段中,即前民营化阶段、民营化进程中、后民营化阶段,政府、民营业主、公众都应明确各自的角色定位,明晰自身职责、权利与义务,以使这场民营化改革走上真正的法治之路。

This new social governing model is a mirror of the great change in the governing conception, In the process of reform in China, i. e,, pre - reform, during - reform and post- reform, Chinese governments, non- government business and the public should know well their roles, duties, rights and responsibilities so that the reform may be on the legal way.
