摘要
为进一步完善中国矿产资源管理,通过比较巴西矿产资源管理特别是矿业权管理工作,提出了完善矿产资源的利用与管理的法律法规体系、完善矿业权管理制度、加强利用矿产资源的国际化能力建设、建立开放的基础地质工作机制、建立完备的矿山环境治理和土地复垦制度等几个方面的建议。
In order to complete the management of mineral resources further in our country, and based on the comparison of the management of mineral resources in Brazil, especially in the management of mining rights, the author presents some suggestions of how to complete law system of mineral resources＇ usage and management, how to complete the insti- tution of mining rights＇ management, how to enforce the international ability build of mineral resources, how to set up a opening system for the basic geological survey, how to set up a full controlling for the mine＇ s environment and how to set up the system for land＇ s reclamation.
