Study on the Main Subjective Elements of Offences against the Security Administration

治安管理与群众的人身、财产利益息息相关,关系到社会治安稳定,是构建和谐社会的基础性工作。治安管理法治已成为我国法治建设不可或缺的一个重要方面。从推进治安管理法治建设的层面出发,违反治安管理行为主观方面应限定为故意,表现为故意行为的既遂形态。

The security administration is closely linked to the personal security and private property of our people. It＇s also the foundation of a stable and harmonious society. Administrating the society by law has been an important aspect of constructing law - ruled China. From the view of Society Administration Law, the main subjective elements shall be restricted within scope of intended behavior, represented as the accomplished violation.
