The Underground System was developed by private initiative following strategic decisions on public transportation by the City. Overall, the system is highly successful and contributes in a major way to the vitality of the city centre. Nevertheless, parts of the system have prospered and grown, while others have lost value as the system has expanded. Large variation in pedestrian flow across the system can be explained by the complexity of the path system, the location of the metro stations and office buildings in the downtown core. High variation in pedestrian flow has direct consequences on the economic value of commercial space connected to the Underground. While the City has promoted the development of a single, connected system, the actual operations of the Underground suggest that more effort should be expended on developing connections between underground and surface levels. This research helps support an evaluation of the impact of expansion proposals for the Underground system.
