Coordination and Governance Mechanism of Megalopolis:Existing Situation of Cities Alliance and Proposed Policies

摘要通过对区域管治和城市联盟理论的探讨,以及对我国城市连绵区城市协调和管治的一种新的尝试——城市联盟的现状和存在的问题所做的分析,笔者认为城市联盟的建立是为了在城市连绵区搭建一个协商、对话、沟通、交流、合作和协调的多层次平台。然而缺乏彼此之间信任的城市联盟是不可能成功的,而信任的一个重要的条件是合作各方经济上的互补性和依存性。只有通过实现各自的经济利益,才能实现各方之间的协作和信任。有效的经济补偿机制是城市联盟有效发挥作用的一个重要的前提。 By reviewing governance and city alliance theories in literatures, and analysing existing megalopolis coordination and governance in China, the author argues that the establishment of cities alliance will provide a platform for communication, discussion, exchanging, cooperation and coordination in a megalopolis. However, without mutual belief and trust, it is unable to establish an appropriate cities alliance, One important condition for mutual trust is the mutual support and benefits, and mutual dependence. An appropriate economic compensation mechanism will be a precondition for the effectiveness of cities alliance.
