开封是我国著名的历史文化古都,具有良好的旅游业发展环境。但散兵作战现象影响了开封旅游经济的规模效益,资金短缺长期制约开封旅游业深层次的发展,产品规划与开发的滞后阻碍了开封旅游业的质量提升。要解决这些问题,必须走旅游企业集团化发展之路。组建旅游企业集团有利于冲破区域藩篱、行业封锁,使各种旅游资源按市场需求优化配置,实现优势互补,形成规模效应,促进旅游业的发展。开封旅游企业应选准模式,抓住机遇,实施股份制改造,扩大资金来源渠道,争取社会力量的支持与参与;同时,搞好资产评估,防止国有资产流失,加强成本控制,提高经济效益,努力成为开封经济发展的引擎和重要的增长点。

However, the present problems are： the scattering operation in the industry influences the economic scale of Kaifeng; Shortage of finance is an important factor that limits the developing of the industry in Kaifeng; the poorly planning and developing of tourist products is another factor to limit its development. So, support from all sides of the society is needed to realize tourist groups; it is also necessary that management is conducted more efficiently in the group, and money is raised and used properly , and human resources are developed and trained well We have to optimize product mix in the tourist field in order to have a larger and high level of economy in Kaifeng.
