人权外交是美国"全球战略"的重要组成部分。自20世纪70年代卡特政府正式提出并实施人权外交以来,美国历届政府都把人权外交列为美国对外政策的重要议事日程。美国立国精神中的天赋人权观与美国人的天赋使命观是人权外交政策产生的理论基础,但二战后美国民权运动的蓬勃发展对这一政策起到了很大的推动作用。

The human rights policy is an essential building part of American global strategy. In the 1970s＇, President Carter put forward the human rights policy and carried it out and the successive president paid great attention to it. The theory that the human rights policy based on is the American national spirit ： the born human right view and the born mission view. What＇s more the zooming Civil Right Movement after the Second World War greatly pushed the policy forward.
