On the Economics Basis of the Government Promotion of Environmental Liability Insurance

环境的负外部性是造成环境污染的重要原因,要实现经济的可持续发展,就要坚持"谁污染,谁付费"环境成本原则。使污染者付费能够完全覆盖其产生的负外部效应,却可能使致害企业陷入经济困境。环境责任保险制度作为有效化解环境侵权救济危机的重要手段,受到广泛重视。但在现阶段,要发展环境责任保险只能依靠政府强制的力量,而且"政府推动"环境责任保险有其内在的经济学依据。

The negative external environment is a major cause of environmental pollution. Realizing sustainable economic development, we must adhere to the ＂polluter- pays＂ principle of environmental costs, so that the polluter- pays can cover all of its negative external effects, which may make the enterprise fell into economic difficulties. Environmental liability insurance system, as an effective means defusing environmental tort relief, has been paid attention to. But at this stage, the development of environmental liability insurance can only rely on the power of government coercion, and the government promotion of environmental liability insurance has its inherent economics basis.
