This is a historic shift that the party and the government have been determined to restructure national income distribution structure, especially the nation-building, the orientation and structure of capital. It should bring more support to rural areas building from urban construction. Government investment in the key industries should be agriculture; the focus should be on the development of rural public welfare, infrastructure construction, and protecting and improving the rural ecological environment and promoting the development of social undertakings in rural areas.
