工业类项目实行环境监理的初步实践和思考

建设项目第三方环境监理作为中国的一项新的环境保护制度,目前仍然处于试点、推广阶段。从现有的文献报道来看,其所涉及的多为生态影响类的建设项目,工业污染类的建设项目的第三方环境监理尚不多见。结合工业类项目的环境监理工作的实践,重点阐述环境监理制度的依据、内容、工作目标、方法,以及环境监理试点工作在工业类项目实际开展过程中所取得的成效和面临的问题。为工业类项目的环境监理,提供一定的借鉴。

As a new environmental protection system.Third party environmental supervision to the construction is still in its pilot,extension phase.Now there is many reports on the ecological projects,but less on the industrial projects.The paper introduce the basic,the content,the goal,the method,the effect and the problem of the environment supervison system,by combining our pilot work of the environment supervison of the industrial projects.It may provide a good reference for the environment supervison of the industrial projects.
