Exploration of Issues in EIA of Urban Domestic Refuse Comprehensive Treatment Project

城市生活垃圾是人们生活中产生的固体废弃物,在收集、运输和处理过程中,垃圾所产生的有害成分,会对大气、土壤、水体等带来污染,不仅严重影响城市环境质量,而且威胁人民身体健康,成为社会公害之一。结合已开展的生活垃圾综合处理(电站)工程环评,对垃圾焚烧处理并进一步进行余热利用项目环境影响评价的主要问题:污染环节和因素分析厂址选择论证、主要环境影响、污染防治及风险防范、公众参与等进行探索和浅析,为开展类似项目环评提供借鉴。

Urban domestic refuse has become public hazard of the society as the harmful ingredients in the wastes contaminate air,soil,and water during the refuse collection,transport and treatment process,which not only has serious effect on city environment,but also is harmful to people＇s health.Combining with environment assessment of domestic refuse comprehensive treatment project,the paper makes exploration and analysis of major issues in EIA of refuse incineration treatment and waste heat utilization project,including contamination factor analysis,site selection verification and proving,major environmental impacts,pollution control,risk prevention,public participation and so on,which may be used for reference to carry out EIA of the similar projects.
