2005年衡水市区环境污染经济损失估算

The Assessment on the Economic Loss Caused by Environment Pollution in the Urban Area of Hengshui City in 2005

衡水市是一个高速发展中的中等城市,在其发展过程中,对环境造成了一定的破坏。根据衡水市的环境监测资料、国民经济统计资料、卫生统计资料等,借鉴与衡水市区实际情况比较符合的参数,运用人力资本法、生产率变动法、土地价值损失法、成果参照法等环境经济学方法,分别估算了2005年大气污染、水污染、固体废弃物污染造成的经济损失。初步估算出衡水市区2005年环境污染经济损失约为2.99亿元。

As a rapidly developing mediumsized city, Hengshui city has caused some damages to the environment in the process of development. On the basis of environment inspecting materials, national economy static data, sanitarian static data in Hengshui urban area, referring to the relative parameters according to Hengshui practical situation, using manpower capital method, productivity alteration method, land value loss method, achievements parameter and other relative methods, we respectively evaluate the loss in 2005 caused by air pollution, water pollution, solid castoff pollution. We work out primarily environment pollution losses in 2005, in which environment pollution losses amount to 2.99 hundred million.
