近年来我国各地吉祥车牌号拍卖现象愈演愈烈。车牌号作为一种识别标志,发挥着维护公共秩序、保障不特定人利益的作用,具有公共利益的属性,其中部分"吉祥"牌号在社会发展中滋生了具体的财产利益。政府通过拍卖这些吉祥车牌将所得价款纳入道路交通事故救济基金,是一种既规范车牌号发放秩序又救济交通事故受害人的可行办法,与我国现行法律不存在实质冲突。但这一制度的实施尚需解决完善拍卖法律依据和规范拍卖成本等问题。

The phenomena of luck car license plates auction grows in intensity all over our country in recent years. The car license plates are a kind of identification sign, which are good for public order and the uncertain people＇s benefit. So they must belong to public interests. As social development, the luck car license plates develop property benefit. The government auctions these luck car license plates and adds the income to the redress fund for traffic accidents, which is not only beneficial for distributing the luck car license plates fairly ,but also for saving the victims. And this doesn＇t conflict with our law in nature. However, we should solve such problems as perfecting legal basis and regulating auction cost in order to implement the system.
