行政执法责任制作为一种新型的行政法律制度,一经推行即受到社会的广泛关注。但是,作为一项制度创新和一个崭新的课题,行政执法责任制在理论上还处于起步阶段,尽管学术界、理论界对此也给予了高度的关注,但对行政执法责任制还缺乏深入细致和广泛系统的研究,许多亟待解决的问题需要我们去探讨。因此,在理论上对行政执法责任制的相关问题进行必要的梳理和研究,对各地近年来的实际做法进行认真总结和归纳,对健全和完善行政执法责任制无疑具有重要的意义。本文在对行政执法责任制的概念、特征、理论基础、主要内容等相关理论问题进行梳理后,针对实践中存在的主要问题及完善措施提出了自己的看法。

As a responsibility system, it calls the community attention as soon as it is implemented. But the theoretical research on this system is just in underway phase, because it makes so great innovation on system and theory. Despite academe has given so much attention to this system, it is still lack of thorough and general theoretical research. Thus, we should analyze this theory deeply and summarize the fact in recent years. The progress on this research is important to improve this system.. This article focuses on the concept, character, theory and content of this system, and puts forward some effective measure to resolution of the practical problem.
