诚信是证券市场的生命线,是证券市场健全发展的基础。从本质上讲,证券市场就是一个信用市场,证券市场上经营、监管的都是信用。诚信原则是市场稳定运行的灵魂,诚实守信是合格市场主体最基本的道德规范。中国证券市场发展的实践表明,有效的监管不仅是市场发展本身的需要,也是市场逐步走向规范的必然选择。目前我国诚信体系和证券市场诚信规范与国外成熟市场相比仍然还有很大的差距,证券市场的参与者在不同程度上存在诚信缺失问题,分析其诚信缺失的原因,规范证券市场的运作,是保证我国证券市场稳定运行的重要基础。

Honesty is the lifeline of securities market as well as the base for the development of it. Securities market forms essentially a credit one in its management and supervision. Honesty principle composes the soul ofsteadbility of market function. The practice of securities market development demonstrates that an efficient supervision it not only a need for its development but also is a necessary choice for the market to be in regulation. But nowadays there exists gap in honesty system as well as its regulation between China and foreign countries. The paper puts forward that credit market is an imperfect foundation for China to guarantee its stable development.
