该文首先分析我国和其他主要国家的森林资源变化,研究经济发展阶段、林业政策与森林资源变化的规律,其次总结提出森林资源变化的U型理论,来解释森林资源变化及其规律,最后对U型模型进行阐述,指出在这个变化过程中经济发展和林业政策起到了关键性的作用.

Through analyzing the forest resource transformation of China and most nations in the world,summarizing the rules of economy development and forest resource transforming in various countries,the paper puts forward the U-model theory of forest resource transformation to explain the forest resource transformation and its rule,and then expatiates the U-model theory so as to point out that the economy development and the policy of forestry development are vital to the phases of transformation.
