摘要
政府效率是政府管理的有效性问题,它既是政府管理的目标,也是衡量政府职能的尺度。全球化时代的政府竞争力,主要是由政府官员的能力和素质决定的,政府是由人来操作的,因此选好用好人就成为建立一个有效政府的关键。而政府人力资源的开发与管理,是全球化时代提高政府竞争力和政府效率,减少政府腐败的最关键的制度安排之一,能否建立一套行之有效的民主与科学的选人用人机制,将决定着未来国家与民族的发展命运。在这一点上,古代政治智慧给了我们有益的启示。
Administrative efficiency means the efticiency of the government management. It is not only the goal of the administration, but also the yardstick of weighing the govern- ment's function. The competitiveness of government in globalization time is mainly decided by the competence and quality of government officer. While the government is manipulated by people, it is the key to select proper officer for an efficiency government. The development and management of government human resouce, therefore, is one of the most impor- tant system arrangement to improve the competitiveness and efficiency of government and to fight against corruption. Now our country's future depends on whether we can constitute an effective democratic and scientific officer-selecting system, and the Chinese traditional political wisdom gives us much more modern enlightenment.
