Administrative efficiency means the efticiency of the government management. It is not only the goal of the administration, but also the yardstick of weighing the govern- ment＇s function. The competitiveness of government in globalization time is mainly decided by the competence and quality of government officer. While the government is manipulated by people, it is the key to select proper officer for an efficiency government. The development and management of government human resouce, therefore, is one of the most impor- tant system arrangement to improve the competitiveness and efficiency of government and to fight against corruption. Now our country＇s future depends on whether we can constitute an effective democratic and scientific officer-selecting system, and the Chinese traditional political wisdom gives us much more modern enlightenment.
