摘要
当前,图像监控系统在城市反恐、应急处突、治安防控、交通警卫等领域发挥了无可替代的作用,派出所作为公安机关最基层的综合性战斗实体,对图像监控系统的应用需求也与日俱增,但仍存在着制约派出所图像监控系统应用效能进一步提升的瓶颈因素。为此,我们有必要对这些制约因素加以深入剖析,并在此基础上,以"保障为先、制度为本"理念为指导,加强提升图像监控系统应用效能的实践。
The image supervisory control system has taken great effect in city anti- terrorism, handling emergencies, peace order prevention and control and traffic safekeeping. The police stations demands for the image supervisory control system increase steadily. However, there are still some bottle-necks that restrict the further advance of its application efficiency. Therefore, it＇s necessary for us to strengthen the practice of advancing the application efficiency of the image supervisory system under the guidance of the idea of the guarantee before all the rest and the system- oriented management, on the basis of analyzing the bottle- necks deeply.
