Analysis of political ecology environment for legalizing administration procedures in China

政治是国家意志的表达,行政是国家意志的执行。行政与政治一直都存在着内在的、必然的联系,任何行政制度的设定都必须与整个社会的政治环境协调发展;行政程序法定化系统工程的启动亦有其特定的政治生态环境,特定的政治生态环境同样要求有特定的行政程序与之相适应。

Politics is the expression of state will, while administration is the implementation. There is an inherent and inexorable relation between administration and politics. The establishment of any administrative system must be in accordance with the overall social and political development. In order to start the systematic project of legalizing administration procedures, special political ecology environment is needed, while special administration procedures are also requested by the special political ecology environment.
