摘要
以公共财政为指导思想,结合我国国情现实,就公共卫生支出的规模和结构进行了分析和讨论,认为当前该项支出规模偏小,并且其支出结构也存在诸多的不合理性,这些规模和结构性问题应当给予调整,使其真正符合公共卫生的"公共性",既满足社会公共需求。
Based on the guidance of public finance and on China＇s reality, this paper analyzes and discusses the scale and structure of public hygiene expenditure, holds that currently this expenditure scale is small and that the structure of this expenditure has many irrational characteristics and gives suggestions that the scale and structure should be properly adjusted in order to make the scale and structure accord with public character of public hygiene to meet the demand of the society.
